ISLAMABAD: Cabinet Secretariat’s Establishment Division has directed the Interior Ministry to obtain a no-objection certificate (NOC) from the division before making any appointment to the machine-readable project of its affiliated department, Passports and Immigration Directorate.
The Establishment Division has also told the Interior Ministry that surplus employees are regular civil servants; therefore, they cannot be appointed to contractual posts as per policy in vague.
The directive states that the Ministry of Interior may fill 51 posts of BS-16 and BS-17 on contract basis in machine readable passport project of the Directorate General of Immigration and Passports in accordance with the approved recruitment rules for the posts subject to completion of all codal formalities and in line with directions of the Division Recruitment Policy dated October 27, 2014 and the mechanism dated January 16, 2015 and March 3, 2016.
Meanwhile, 51 contractual employees of technical wing of the machine-readable project have once again expressed their anger because their services have not been regularised despite their 13-year service and Islamabad High Court’s orders in favour of regularisation of their services. They have appealed to Prime Minister Nawaz Sharif and Interior Minister Chaudhry Nisar Ali Khan to regularise their services immediately on the pattern of regularisation of services of the employees of the National Highways Authority, Federal Investigation Authority and the Education Department.
They have pleaded that after the launch of the MRP project in 2003 they were employed on a contract basis through a proper recruitment process. They say they have been performing their duties vigorously for the last 13 years. Besides, they say, they have now a gained huge experience in their area of work. They say to keep them on contract is against the norms of justice and law.
The department sent a summary and necessary details to the Interior Ministry for regularisation of services of these contract employees two years ago.
